RESORT RULES AND REGULATIONS
RULES AND GUIDELINES FOR LOT OWNERS
In order to assure a properly run park and to obtain the harmonious and
friendly atmosphere we all desire, the Board of Directors of Mountain View
Resort Cooperative, Inc. has developed the following rules and guidelines as
required and defined by the Proprietary Lease and the Bylaws of Mountain View
Resort Cooperative, Inc.
GENERAL
1. Mountain View Resort Cooperative, Inc. is a 55+ resort.
2. Owners may park their unoccupied RVs in the North and South parking areas if room available. Lot # must be prominently displayed on vehicle in order to notify owner in case of emergency. (See Guidelines for Parking Storage Areas section)
3. All vehicles shall be parked on the member’s lot or in designated parking areas. Please do not park on resort streets.
4. Speed limit in the resort is10 mph.
5. Quiet hours are from 10PM to 8AM.
6. Pets are restricted to TWO “house pets” and residents must observe all pet rules. (See Pet Rules section).
7. Sewer connections must be airtight and supported to drain properly.
8. Observe all written setbacks and square footage restrictions for improvements (see Improvement Permit Application, Shed or Accessory Building Specifications and Placement of Park Model or RV on Lot for more information.
9. All fences and walls shall conform to the existing fences and walls now in the resort. These are: Mexican Brick, Wood Split-Rail and Chain Link. No fence or wall shall be higher than four (4) feet in height (does not include Arches). The Board of Directors may approve or disapprove additional wall or fencing materials.
10. All lot owners are reminded to keep their lots in a neat and orderly fashion so as not to present a cluttered appearance.
11. Check the resort bulletin
board frequently. This is the place to find announcements, notices of meetings,
events, etc.
12. Annual assessments are due and payable as of February 1, of each calendar year. A late fee of $50.00 will be assessed for payments not received by February 15th in addition to a 1-1/2% (18 percent per annum) finance charge.
13. Electric meters are read from November 18th to March 18th by resort directors. Amount due is posted in office window, and now on the Park's Website (www.mntviewresort.com), by the 25th of the month and is due by the 10th of the month. A late fee of $25.00 will be assessed if payment is received after the 10th of the month. No late charge will be assessed on accounts less than $20.00. (See Guidelines for Paying Electric Bill section)
14. Lot owners are responsible for delivering their garbage to the dumpsters which are located in the South parking lot. Dumpsters are provided for household trash only. A separate dumpster is provided for disposing of paper and cardboard. (See the Garbage section for garbage and recycling details)
15. A visitor can stay on your lot for a one (1) month period. They are allowed to connect to your electric service and water and sewer as long as sewer connections are air-tight.
16. Use of clubhouse kitchen appliances are restricted to organized resort events and activities and the clubhouse, including restrooms, must be cleaned after each event or activity. The oven, stove and refrigerator are not for personal use. All events or activities must be preapproved by the clubhouse manager.
17. See the Resort Common Utilities and Property Information section for details about repairs or changes to water and electrical on your lot.
18. The Board of Directors reserves the right to amend or revise these rules at any time in accordance with the Mountain View Resort Cooperative, Inc. Bylaws.

PET RULES
The Town of Quartzsite has an animal control ordinance which
is enforceable within the resort. You can get a copy from the Town of
Quartzsite. Animal control problems are handled by the Quartzsite Police
Department.
The Mountain View Resort Cooperative, Inc. Pet Rules are as follows:
1. Pets are restricted to “house pets” and Certified Service Animals only with a maximum of 2 pets.
2. Pets must be on a leash short enough to have control of your pet whenever off resident’s lot and are not permitted to roam freely.
3. Please walk your pet on the outside perimeter of the road on the edges of the resort. Pets should not be walked in the wash on the East side of the resort as this is not resort property and keep them on the roadway and off other member’s lots.
4. Clean up all pet waste on your lot as well as when walking your pet.
5. Pets must have a current rabies vaccination and license.
6. Pets are not allowed to disturb others. Excessive barking is prohibited.
7. Please keep your premises clear of pet waste.
8. Pets are not permitted in the clubhouse area except for Certified Service Animals.
9. Please use common sense and be considerate of your neighbors.
If problems arise with a neighbor’s pet, first try and settle the matter in a friendly manner. If you cannot settle the matter, contact your district director before taking any other action. We suggest only contacting the police after all other efforts fail. Document your concerns and contact with your neighbor as you will be asked for this information.

RESORT COMMON UTILITIES AND PROPERTY INFORMATION
Any damage
caused by lot owners to utilities or resort property shall be billed to
offending lot owner. Costs will include parts, mileage, professional services,
if required, to repair, replace or correct any damage. An additional $50.00
service fee will be assessed payable to the resort.
WATER
The town of Quartzsite provides the water to the park through a system of underground piping. The park is responsible for the backflow prevention system, underground mains and the 8 valves controlling each street as well as the risers at each lot including a ball valve and a minimum of 2 hose bibs. The lot owner is responsible for all piping and hoses, etc. attached to the riser.
Lot owners must arrange for their own watering needs during the summer months and will be responsible for malfunctions of irrigation systems. Lot owners will be assessed a fee for each occurrence of their system malfunctioning and allowing an unregulated discharge of water. The system will be shut off and lot owner notified, if possible, to arrange for repairs and shall remain shut off until repaired.
PARK WATER STANDARDS
1. As replacement of the original riser PVC schedule 40 pipes and fittings should be used with a PVC ball valve and a minimum of 2 brass hose bibs.
2. Park models that are hard piped require a PVC ball valve near the lot riser and PVC piping to connect the Park model.
3. Outside buildings that require water need a PVC ball valve near the riser.
4. If a hose is used, an individual backflow prevention device shall be installed.
PARK WATER MAINTENANCE
1. All valves need to be exercised at a minimum of 2 times a year.
2. If you depart for the summer, water should be shut off at the riser unless used for summer watering.
3. The riser and pipes should be covered year around.
4. Hose washers should be removed and greased with Vaseline twice a year.
ELECTRIC
All connections or modifications to Park electric pedestals, except connecting to existing provided outlets shall require a Mt. View Resort Improvement Permit, approval of at least three members of the Board of Directors and a city electric permit. All connections or modifications shall be performed by a licensed, bonded and insured electrician or electrical contractor.

GARBAGE
Members are responsible for delivering their garbage to the dumpsters which are located in the South parking storage area. A dumpster is also provided for disposing of paper and cardboard.
Dumpsters are provided for household trash only. Yard trimmings, construction debris, appliances, batteries, motor oil, etc. are not permitted in dumpsters and should be taken to the city transfer station or the county landfill. Do not put hot coals in dumpsters.
If dumpsters are full (level with door closed) please hold your garbage until the garbage truck arrives or take to the city transfer station or the county landfill.
Please break down all boxes before putting in the cardboard only dumpster. Do not put trash in this dumpster.

PROPERTY LINES
FINDING YOUR PROPERTY LINES
The resort lots have not been individually surveyed and property lines are approximate. The majority of resort lots are 50 feet wide x 60 feet deep. You can estimate the front lot line by measuring 3 feet from the edge of the road and then 60 feet to the rear. You are better off to check with your district director or have members of the Board help find your lot lines. Normally the width is established by an existing wall or fence.
You can also estimate the depth by finding the center of the street and then measuring half the width of the street to the lot and then measure 60 feet to the rear.
If your lot is from D88 through G125 you can find your front lot line by measuring 60 feet from halfway between the electric pedestals towards the street. Remember, the paved street edge is not your lot line and all improvements must not cover or impede access to utility lines and are required to be a minimum of three (3) feet from rear property line.

GUIDELINES FOR RECREATIONAL VEHICLES
Park rules specifically relating to Recreational Vehicles (referred to herein as RV)
1. All RVs being brought into the park must be placed within the location and setbacks established.
2. Any RV 10 years old or older being brought in the park must first be visually inspected by at least 3 board members. If an RV is brought into the park without prior approval the board of directors reserve the right to inspect and approve it or have it removed at their discretion. Returning lot owners with the same RV are exempt from this rule.
3. Any lot being sold with an RV that is 10 years old or older must meet all requirements and be approved by at least 3 board members.
4. License and registration must be up to date at all times while on the park premises.
5. Insurance
must be maintained on all RVS at all times while in the park.
6. Each RV must have tanks for gray and black water.
7. Tanks, valves, hoses and connectors must be in good operating condition.
8. Sewer hose must be tightly connected and supported to drain properly.
9. Parking of unloaded pickup campers on your lot must have prior Board approval. Approval will be at director’s discretion and will depend on circumstances.
10. The Board of Directors reserves the right to amend or revise these rules at any time in accordance with the Mountain View Resort Cooperative, Inc. Bylaws.

GUIDELINES FOR PARK MODELS
Park models cannot exceed 399 square feet of living space. This is Arizona state law due to our 3000 square foot lot size.
A mobile/manufactured home checklist and permit application can be picked up at the Town of Quartzsite City Hall, 465 Plymouth Avenue. You will need this form in order to install a park model in Mountain View Resort Cooperative, Inc.
1. All storage sheds must be at least three (3) feet from park model.
2. An Arizona room may be added to park models. (An Arizona room is designated as an enclosed patio consisting of a single room intended for non-habitable use with at least 65% on the long side and one end open). Openings can consist of screening, plastic or glass. Arizona rooms may have electrical, heating, cooling or laundry hook-up.
3. A Mountain View Resort Cooperative, Inc. Improvement Permit Application is required before any improvement or change can be made. No less than three (3) directors must approve the permit application. Permits will not be issued March 15 to November 15.
4. No Park Model over 10 years of age will be allowed.
5. Owner is responsible for assuring proper setbacks from lot lines.
6. Skirting is required on all Park Models and must be installed within 30 days of setup.
7. A minimum of six (6) tie downs, or as required by Town of Quartzsite, must be installed.
8. A building permit from the Town of Quartzsite is required and is the responsibility of the homeowner and a copy must be attached to the Mountain View Resort Cooperative, Inc. Improvement Permit Application upon receipt of permit. No work can be performed until all permits have been received and approved.

GUIDELINES FOR PARKING STORAGE AREAS
There are two parking areas in Mountain View Resort Cooperative, Inc. for parking RVs and ATV Trailers. One is located at the North end of the Resort and the other at the South end. The parking areas are for parking RVs and ATV Trailers while members are in residence only. (No permanent storage is permitted except for those residents that stay year-round).
1. Only one (1) space can be utilized per resident.
2. All
vehicles must have current tags and insurance.
3. The lot # of the vehicle owner must be prominently displayed.
4. RVs and trailers must be parked in designated areas ensuring enough room for the trash truck to get to the dumpsters.
5. All propane tanks must be shut off.
6. Turn off 12-volt disconnect switch if available.
7. No vehicle in parking areas may be used as sleeping quarters.
8. Parking areas are not for storing personal possessions other than as described herein.
9. Parking of personal vehicles is not permitted unless attached to RV (ie; truck with pickup camper).
10. Parking of unloaded pickup campers is not allowed.

PAY ELECTRIC
Guidelines for Paying Electric Bill
1. Electric meters are read from November 18th to March 18th by resort directors.
2. Amount due is posted in the office window by the 25th of the month and is due by the 10th of the month. Electric bills are subject to a late charge of $25.00 if not received by the 10th of the month. No late charge will be assessed on accounts less than $20.00.
3. Lot owners are responsible for reading their own electric meters for the months of April through October. A form is available from the office or a director for keeping track of electric usage during those months. Please make your electric payment during those months no later than the 5th of the month.
4. Please read your meter when you leave for the summer and put payment along with the summer usage form in the office mail slot.
5. Payments may be made by using the mail slot in the office door for your convenience. Please write your lot number on your check. It saves time if you do not put your check in an envelope.

SHED OR ACCESSORY BUILDING SPECIFICATIONS
1. All structures on your lot must be securely affixed or tied down in case of high winds.
2. You may not cover more than 60% of your lot. (This includes everything on your lot such as Park Model, Shed or Sheds, Cool Cover or Concrete).
3. Park Models can be no larger than 399 square feet.
4. All structures must be kept a minimum of 3 feet from property line.
5. No detached shed or accessory building shall be used as living quarters.
6. No improvements or structures can be placed over existing power or water lines.
7. A permit (issued by the Board of Directors) is required for all improvements on your lot.
8. We ask that all detached structures be placed towards the rear of your lot.
9. No structure shall exceed a height of 15 feet.
